Between 70 and 90 per cent of all public calls for tenders in Hungary are tainted by corruption, while bribes and other illegal wastage increase the average cost of public procurements by 23 to 26 per cent.
These were the damning findings, revealed last week in a survey commissioned by Hungary's Public Procurement Council.
The Public Procurement Council (Közbeszerzések Tanácsa) commissioned the report from market and financial research firms GKI Gazdaságkutató Zrt. and M.Á.S.T. Piac- és Közvéleménykutató Kft. at a total cost of HUF 20 million (EUR 75,270). It has not yet been made public, with the council last week citing a need to make final revisions.
‘Confirms our worst fears’
However, the international non-governmental corruption watchdog Transparency International received a copy of the paper and revealed the key findings in an official position paper posted on its website. TI wrote that the survey's findings “confirm our worst fears” about the waste of public money that arises from institutionalised corruption.
